sorry guys, OOT a bit here... apart from NTU's acceptance letter... NUS just sent an email of acceptance... right now i'm more than a little shocked that i am "wanted", cos initially i expected no place to want me at all...
anyway both are Part-time & both are EEE... the deadline to decide is by monday, 13/05/2013... suddenly my mind feels blank~
SOS! please advice how to choose b/w NTU & NUS?

It is not OOT frankly. It's after all, the future you should be deciding now.
NTU part-time degree yield a paper no different from the Full-time counterparts. But it is longer and way more compact. My fellow NUS part-time colleagues all shook head and pitied me for having such hectic schedules.
NUS on the other hand seemed slacker to me. 4 years instead of 5, 3 modules per sem instead of 4 (for normal pace), even their projects seemed to be way easier if selected properly. Not to mention there are many possible paths one can choose from NUS part-time (eg. Project management? Heck, you can't find that in NTU) compared to NTU (during my time, Micro-Electronics, Telecommunication, Power... full time has much more option).
But remember, that piece of paper in NUS for part-timers are different from full-timers. They are part-time degree paper.
So far, very little people from my workplace took up NTU, and of course, nobody is in the right mind to do so if one involved in 5 years. In this 5 years, so many things have happened and so many sacrifice I made on that. In the end? Almost 1 year after I graduate and I'm still working in a diploma position.
Finding degree jobs outside nowadays are hard, even more so for engineering, even more so for people who graduate from part time cause one has working experience, company considered more expenditure than to tap on those experience (which are all dip position, useless).
I suggest you consider all options (that is to find out much more about each courses, and where you're going towards) before making that decision. Maths and creation is in my blood, electrical/electronics engineering is not. So you can imagine how much I regretted this looking back 10 years from the point I took it up during poly times.
