There are rumors that they will announce RDNA2 later this month if not by next month. Either ways, I think AMD may be late to the party.
There’s very low chance of AMD announcing and still have the logistics ready to ship before Nvidia.

Still an announcement with a future shipping date will stem the outflow of upgraders/new buyers to Nvidia a little

Especially if they price attractively to compete against the 3060/3070s line (which is what most folks outside of enthusists will go for)

would i need a 850w psu if im going for 3080 AIB cards like strix? or 750w will be fine like FE requirements?

if big navi disappoints don't expect to get a 3080 this year

Actually taking Big Navi out of the equation, it is likely that 3080 may be in short supply because,
1. it is clearly the best value graphic card as compared to the likes of RTX 3090 and 3070,

2. Holiday seasons are approaching which will boost demand despite the fact that the supply is still trying to keep up at the initial batches.

I won't say you can't get it, but it depends if you are willing to pay for the higher end models. Those I believe should have better availability since they cost more.

yeah i wouldn't want to take the chance. rather pay the premium
cod and cyberpunk in november.
don't think my 1080 ti can play at highest settings with ultrawide

unless of course amd leak something before 17th
