Eg. Someone with sf45 will deal a lot more dmg than someone with sf30 in a sf30 map?

Not necessarily.

Starforce is like a requirement. SF30 maps you need SF30 to deal 100% of your true damage.

So let's say someone who can deal 100k damage but only have starforce to deal 50% damage, so it will be 50k.

But someone who can deal 20k damage but have enough starforce, he will deal 20k.
