Official pokemon website mentions about the release of go+ in july. Nothing else about the game app launch (still year 2016). Still in speculation.

It works both ways. If there is a pokemon that is exclusive to SG, I'm afraid there might be others that is exclusive to other countries. I have no money to travel the world like Ash man
