Yes quite frequent for Intercity train (not interstate). These are the Fuxing or Qujian express trains similar to Mrt. If you can read chinese can use train app to see timing

I know that stretch not much 海景.
Frequency is to take any train that goes to Yilan direction, less tzeChiang.
Coach u mean bus, yes Yilan. But suggest, morning to the sand sculpture, jiak bento at fulong before you head to Yilan late noon then Luodong for night market.

For bus is usually located near the train station walking distance. Except for Jiaoxi but thats not your concern if you aren't heading there

Got to go earlier if not super hot. Now go fulong is to walk the 草嶺古道， have you been there? If not try it. Quite a good stretch.
