Want to do a a small meaningful one, intend to do words/a sentence at my feet area.

Nope, minimum is 18.

Plus, I doubt anyone would want to risk tattooing for a minor.

I am quite sure even if parental consent also cannot, no inking for anyone below 18.

Confirm have. But is those lup sup places. Have a friend got tattooed at 16. At yishun area. Outside nee soon camp. Haha the place don't look good. I think the artist also not famous . Try it at your own risk.

for those with tattoos on ur back or shoulders, can u all still wear white t-shirt, white shirt or white polo t and will the tattoo be seen?

I have one on my back. If you wear your shirt/tee too tight it might be exposed but why give a ****? You can't see who's looking at your back anyway

Came home with the outline already, didn't tell them.

They don't like but already did it, they also can't do anything, haha.

They keep asking me not to do any more though, but this is already my third tattoo.

But now you have a full sleeve man, and fully colored. Very nice actually if I had my way I would do a full sleeve as well. Actually is okay cause even if you work formal environment with long sleeves or even suit/blazer can't really reveal anything unless you fold it up. Your parents conservative type or?
