in comic barry is the fastest, other speedster just kind of tapping into his speed force

In the comics, barry is the speed force but wally west is the one who is acknowledged to be the one who uses the speed force most skillfully.

If taking the comics to consideration hor, zoom is technically not a speedster. He alters the time around him so i would put him to be the faster than the flashes.
