yup but alike The Flash, there are a few people who wore this costume.
Exactly which we dont know, but he's suppose to be a good guy until things didnt go his way.

eg Reverse Flash requested The Flash to time travel to save his wife but The Flash refused, so Reverse Flash eventually became his greatest nemesis.....
