Assuming that rate at Arcade is 1% off from the spot rate, if you want to see 1SGD/3MYR exchange rate at money changers, the sport market rate must be at least 3.03-3.04.

not really. at the second floor arcade - the best rate is about 2 ticks off the spot price.
example to get 3 ringgit. XE must show 3.02
