Among Australia, yes but world-wide, it is in that strata between top tier and middle-tier.

1. It depends on which local uni course you are looking at. Some uni courses will outright not allow you no matter how high your GPA is. One example is engineering. Engineering requires math and physics background. Without this, no matter how high your gpa, you will never gain entry if your poly diploma is totally unrelated. Things like humanities(psych is under this), does not require ANY pre-requisite knowledge whatsoever.

I believe business/accountancy also does not require any pre-requisite at all other than O-level subjects.

2. This is a possibility with degree that require accredition. One example is again, engineering. Local uni engineering degrees is a strict 4 year program that is largely shaped and influenced by the PEB(Professional Engineers Board). Hence, local uni engineering degrees are accredited and recognised by the PEB themselves.

However, in the UK, engineering degrees are short, and are mostly only 3 years long and a lot of the content/skills that PEB deems necessary to be a professional engineer is missing. Hence, the PEB does not accredit nor recognise these degrees. But at the same time, students who come back to SG with a UK engin degree can take a 1 year masters and get accredited. Or, they can take their masters in the UK and get accredited by PEB. PEB deems that the 4 year local uni engineering degrees are equivalent to a UK 3 year degree + 1 year masters.

Most other general degrees do not require any sort of acredition. Medicine degrees need to be recognised by SMB, Law degrees need to be recognised by MinLaw etc. So it depends what your degree is in. If its just a general psych degree then no such body to give recognition.

If you are worried about which australian uni is employable, maybe you should just stick to the top few. ANU, Umelb, Usyd, UQ.

My info may be a but outdated, however, I remember doing research in this area (used to be educational consultant):

PEB oversight is in the 3 traditional disciplines: electrical, mechanical, and civil. As long as you are doing an non-local degree in this 3 disciplines, the course must be fully accredited by PEB - or else you can forgot about using your degree in Singapore; but PEB accreditation does not apply to courses like computer engineering or chemical engineering.
