it happens usually during surfing chrome or trying to downloading a game from steam.

any advice is greatly appreciated!

Hanging symptoms could be a sign of one of your hardware showing symptoms of failure. Can try reinstall windows to ensure that its not a software fault. But if problem persist it could be one of your hardware failing. Try reseating rams, cleaning the dust, or removing parts of your hardware to isolate the problem and replace it with new parts as necessary.

Same Ol' issue.. Highly suspect cause by chrome browser. Before anything else, uninstall chrome and try again. I can say 80% cause by it. Recent chrome has been giving issue since Windows 10 OS build 1703 ..

After you confirm once it is chrome browser .. Either you download Win10 Media Creation Tool and create a latest 1809 ISO then clean install OS. (Dont bother update, it does not help.) Or you use other browser.

By any chance, nvidia geforce experience also having the same behaviour and either you uninstall it or use my method above.

didn't suspect Chrome to be the issue until you said it here! Will try to uninstall Chrome and try using other browsers to test the machine

Check your Hard Drive for errors using chkdsk.

Needs an offline repair usually. Do chkdsk (volume letter) /f /v /x /b /r
