Nope, it only means the content site can choose to take your "X-Forwarded-For" header to indicate that you are actually residing in the specified IP but meanwhile you are proxied from Singapore. They actually do know you are from Singapore if they wanted to, but their web server logic or web application logic or firewall logic decided to brand you in China using the specified IP instead of from Singapore.

I probably won't call it a loophole technically but administratively.

At the lower level, they knows effectively you are not accessing from China. This is not actually cheating them at all. More like they decided to take it.

They know it right from the beginning you are not from China, they choose not to block you, not unable to view the IP actually from SG.

First of all, they block you because the broadcasting right (if any) does not allowed them to broadcast it to user outside of China due to agreement/licence from content provider/owner/publisher.

They will block you even with X-Forwarded-For header if the content provider/owner/publisher forcefully require them to do so. They earn income via ads viewership hence unlikely they will block you outright if they are allowed to broadcast to anyone accessing the website. By allowing you to access, they earn income indirectly from you and those China's user as well.
