Actually I didn't find anything, any promise about the QCI class on the telco website.
That means I can not even ask them for a promised QCI level after I re-contract with them, right?
Im sure the QCI will have a big effect especially when you are trying to post something from a concert at the stadium. But how to improve that?

Yes. I find the Singtel express pass is designed for specific usage which you can search "singtel 5g express pass" for that. As for iOS, likely no way because of the nature of the OS. Even Android has begun to close off access to some information, so there's a need to root the phone.
