What motherboard are you using?
Asus board got FanExpert software as part of their AISuite software which you can control the fan curve from Windows instead of needing to go BIOS. Customize your fan curve with your respective software or bios.
My fan running 40% at 35 deg. Then gradually up to 100% at 75 deg. Chassis fans also 40% at 35 deg up to 75% at 70 deg onward because Corsair SP120 is a jet engine at full load. Back when using gentle typhoon I would max it at 70 deg. This should improve your case airflow and heat dissipation. You have to slowly configure and test.
Running lower than others don't mean much when your games load equally fast. Those small number changes only notable in benchmark numbers. If you got lower score, just your silicon lottery luck not as good. Mine ain't the best either but I make do of what I can achieve. As what lifeishard said, that 0.1mhz don't matter in real life usage. I'm hitting 82 deg at max load using Prime95. But my normal gaming max load only hitting 72 deg. So those benchmark is only to give you more headroom for practical usage and keep you in a safe distant before crash. That's the whole point of stress testing with Aida64 or Prime95.
Aida give you core temp. HWMonitor take the highest temp as the package temp. I would trust HWMonitor for the headroom it give me before knowing what's my oc limit.
