I am using Canon S95. No filters attached. Hand held, no tripod. Maybe I think the shutter speed too fast, I should use a slower setting.

if no tripod, rest it on some stable support, like dustbin top, railings etc. Use the 2 sec timer to shoot. Hand holding can only go down to 1/focal length(on theory), even with the help of IS, it wont be a great deal lower too.
