I heard it's because so many people in china need to bypass GFW that it has already become a business.
If a connection to China (not from China, as most people need to download not upload) is cheap and good, the news will spread and a lot of people will use that connection till not useable anymore. So it's not possible to have a cheap and good connection to China.
I did find my speed test results prove above statement correct as I had more than 900M down but below 1M up.

I did find my speed test results prove above statement correct as I had more than 900M down but below 1M up.
Must see which city of China as my speed test to Chengdu is good 900+ DL and 900+ UL Ping 120ms. My VPN location setting is Singapore.

Actually China Mobile has a relatively good international routing compared to China Telecom for most non-business plans.

China Telecom, however, has been notoriously known as "extremely slow international speed" in China, unless people sign up its premium international traffic plans, which only available in a very few cities (for example, in Shanghai, it offers so called "Shanghai Prestige Network" addon).

This premium international traffic plan is backed by China Telecom Next Generation Carrier Network (many people in China call it "CN2"), which provides much much better international routing and speed.

For example, for my M1 network, without CN2, speed between my Shanghai home to Singapore is only around 50KB/s with 300+ms ping (constantly loss package); With CN2, speed is 60MB/s with around 70+ms ping.

As mentioned before, one of the simple test is to use Ping to test `s.taobao.com` as an indication for latency to China, even though low ping may not translate to good speed.

This is from my RT-AX86U router (Singtel 1Gbs) at 10:30pm Friday 17-March-2023 (just finished the test).
