I dont get why you are upset with buying the note 7 over the redmi 7...
if you are upset with the note 7 just becus you bought it without knowing they only include 10w charger, it just means u dint do ur due diligence in your research before buying.
Not including a qc4.0 charger at this price point, i dont think its something that we can complain about. Saying that you should have bought the redmi 7 over the note 7 just becus the charger included charges the same speed as the lower end varient is like saying you will buy the iphone 7 over the iphone xs max becus the included charger does not support fast charge.
One possible justification for the lack of qc4.0 availability is the rise of USB C-PD which is the only official/usb recommended way for fast charging. I hope you have researched into how qc charging works over usb. Becus knowing that fact will make u realise why there is lesser adoption for qc charging nowasdays.

redmi 7 don't have qc, redmi note 7's qc cannot use, so there is no difference at the end of the day, out of the box, both redmi 7 and redmi note 7 charge at the same rate.
to use the feature, you need to spend another ~60sgd separately purchased compatible hardware.
if you are getting the phone for your parents, i recommend the 7, chances are your parents won't miss the difference in camera and processor and you won't have to purchase new cables for them.
it's decent mid-entry level phone with a premium phone feel due to the glass back. but both the redmi 7 and note 7 will feel the same way in hand.
