I was able to withdraw yen from seven bank with the revolut card. Do note that the ATM charges up to 220 yen for withdrawal.

For Revolut, only about ¥110-¥220 extra

The sweet spot would be a mastercard (7-eleven Japan and many other banks around the world doesn't charge fees for them) that doesn't charge a fee by itself.

Revolut not-so-recently signed a deal with MC, so they issue MCs in europe. Hopefully they'll issue them here.
