i don't think there are any Thai banks atm that don't charge fee for foreign cards.

Citibank only if I recall correctly in 2018. Has to go to opp terminal 21 there's an branch there to collect I think. There's noT a lot of Citibank branches in BKK

no, revolut cannot topup with Amex, can only withdraw cash overseas

What would be really useful is a wiki or document somewhere which lists out all the charges for ATM withdrawal by country/bank. You would think someone would have compiled one by now but never was able to find out.
