Yes feels it is. I've been using the real mini 1060 6gb for a couple of years and had no issues. Might be getting this 3070 Twin Edge

We crossed from 1 to 2 slot coolers about 12 years ago with the 8800GTX and now to 3 slots?

Forget this. A full cover block is not even an option now for my mini ITX rig (and lots of others who have similarly switched)

Will need a full cover block for this one. Not even an option to use the air cooling solution as it's too big. Though I'd rather wait to see how Big Navi performs as the waterblocks take time to be developed anyway.
