guys, when must my partner and i show our ROM cert? Assuming we are NOT going to apply for AHG, do we have 3 mths after getting our keys to submit our ROM cert?

Submission of Marriage Certificate
If you are applying for the Additional CPF Housing Grant (AHG), you must submit a copy of your marriagecertificate to the HDB on or before the date you take possession of the flat as the Housing Grant is meant for married couples.
If you have solemnised your marriage before you collect the keys to your flat, you will have to submit a copy of your marriage certificate to our Sales Office.
If you are not applying for the AHG and you have booked a flat that is completed, you must produce your marriage certificate within three months after you have taken possession of the new flat.
If you are not applying for the AHG and you have booked a flat that is under construction, you must produce your marriage certificate at the estimated Delivery Possession Date of the flat or within three months after you have taken possession of the new flat, whichever is later.
If you solemnise your marriage after you have taken possession of the new flat, you will have to submit a copy of your marriage certificate to the HDB Branch Office managing the lease of your flat.
Yeah.. Tts what i read too but my friends all kan chionged and insist take key must prodce cert! Maybe their income is less than 5k?
All, pls help to clear my understanding.
Say for example, in one estate for SBF are 100 units. So, 95 units for first timer and 5 units for second timers.
Say also, for example, there are 1000 applications. 800 second timers applicants and 200 first timer applicants.
Will there be a situation where my queue number is 999/100? I believe not right? What is the "cut off" queue number before the authorities say "we regret blah blah".
Also if I am in queue 200, can it also mean that 1 to 199 are all second timers (based on law of probability) then after the quota of second timer (5) is filled, I am "automatically" the 6th in queue? Am I right?
drop out rate for those in front of the queue should technically be lower right?

Actually not true.. You can even appeal to HDB but you must adduce evidence to prove that both parties have the intention to tie the knot. For example, by providing banquet receipts/ROM q number etc. I've heard of people postponing till 1 yr later!
Actually there r different school of thoughts. For me, I would want to think that there are many 2nd timers before me as I got a ballot number that is out of range. and there are a lot of 2nd timers for punggol sbf.
1st sch of tot is that the first 95 should be 1st timers (based on 100 supplied units), then 5 will be 2nd timers, due to flats ratio rule set by HDB. it will be weird if the first 100 have a lot of 2nd timers as it wld mean many ppl in the in range don't get to choose. Quite unlike for HDB to waste slots for 1st 100.
The 2nd sch of tot is that all 1st timers and 2nd timers are queued up by ballot system. Which means that there could be a lot of 2nd timers in between numbers which will lead to high drop up rate. it might be possible this way. but there may not be 1000 queue numbers as there is no need to, for only 100 units. I heard that the cut off is at 300%. Meaning there could be only 300 queue numbers.

Yes I have those tt u wrote but w the extra. " exceed 12... but uill still be invited to select a flat but the availability.... "

Yes, I balloted for 5-room/Exec in Pasir Ris as well. Ballot number is 25, only 3 away from you. But no selection date or invitation from HDB. That's why I was interested in your post. What did the rest of your message say?
