Just got a reply from HDB officer that the selection for Punggol will only start end Jan. It might be the same for Sengkang.

Punggol 5 room will start on 23rd Jan 2013.

I checked MyHDBPAGE but still stated there Jan 2013. When I emailed HDB, they replied end of Jan but won't tell the exact date. Anyone knows the exact date for woodlands?
