2) bill payment through merchant website (e.g., M1.com.sg) qualifies for 7% rebate?

3) if not, do they at least count for the minimum of S$600 per bill cycle?

For SCB, HDB website yes. Mysam no.

How could it be 15% if max cashback only $150 with min spend of $5k? Isn't that 3% only?
