Your PNG is capital? if caps it won't work. Try to rename the .png to non caps

For illustration purpose I have enable the icon labels:

If you use typophone.

Typophone background is at the root of the theme.

example, Go to Library/Theme/typophone 4

Place the background.png there.

If you use lockms, background is at private folder.

Library/Theme/Lockms-top or no top/private

place it there.

U can go Library/theme or var/stash/theme.

Both the same/.
