yea gaining some working experience before heading back to studies is really beneficial. not easy to cope but if study related fields, you will understand your course content easily. but part time degrees will be private degrees right?
i dun recommend A level students to retake, seldom heard of people doing well unless put in 200% effort like you said. easier for girls but extremely hard for guys in NS. what if a retaker doesnt do well again?
Well, all I can say is that I don't have the perfect method that will ensure success for everybody.
My alternatives will do good for some ppl but might not be that good for some.

Just go to SIM this time round? U just lose out by a year only and that "lost" year was "lost" because u changed for the better and tried to enter NUS/NTU/SMU again.
Plus, worse come to worst, u will be the same age as poly grads hence I won't define it as "lost".
If u manage to enter NUS/NTU/SMU on your 2nd attempt, thats brilliant. And that is all in your own hands isn't it?
Rather than going to SIM straight and thinking that by working hard at your career and blah blah blah it will then resolve the issue. That is plain false hope.
And this are my own views only and I might be wrong.
I'm not saying that those who didn't do well for their A-Levels should re-take, and this time round, their grades will magically improve. Certainly no, I'm not saying this.
