You can think of APN as the "VPN".what do you set for apn in malaysia?

All mobile data traffic must transit through the origin carrier, which in this case, is SIMBA Telecom (formally known as TPG Telecom).
So, you may be a roaming customer on MY CELCOM, but all your data will transit through SIMBA/TPG Telecom before going to the internet.
Therefore, TPG is the APN required even when roaming, not the roaming operator's default settings.
For Orange France carrier profile, it is likely that the traffic flows through Orange FR instead of SIMBA/TPG Telecom but the rationale is the same: Any traffic from the roaming partner (e.g. EE UK / AT&T USA) would transit through Orange FR before going to the internet.
