Prepaid card must apply in person at the counter and need to use their $10 plan for six months, 7th ,month than can change to senior.

If not change to postpaid at your current provider than you can change to senior plan at simba

It's possible. No charges. You need to visit their authorised retailer shop to do the porting from singtel prepaid to simba postpaid senior plan. Make sure its under their name to be eligible for senior plan.

AFAIK (As far as I know),
-- You cannot port directly from (other telco's) prepaid to SIMBA $5 senior plan.

You need to do so in 2 steps:

(1) Port from (other telco's ) prepaid to SIMBA $10 SIM-Only 100GB postpaid plan FIRST.

This is because for prepaid port-in to SIMBA postpaid -- SIMBA only allows port in to the $10 SIM-Only 100GB postpaid plan.
-- SEE THIS SIMBA FAQ page.

You pay the first month's $10 for the SIMBA 100GB plan -- at the point of port-in application.
(there are no other additional charges to do prepaid port-in to the the $10 SIMBA 100GB postpaid plan.)

(You can also do prepaid port-in to SIMBA prepaid plan; but since you eventually wish to switch to the SIMBA $5 senior plan, there is no point / purpose to port-in to SIMBA prepaid plan.)

(2) After successfully port-in to SIMBA $10 SIM-Only 100GB postpaid plan, stay on this $10 SIMBA 100GB plan for at least 6 months.

After 6 months, go to Orchard Central or Kaki Bukit Service Centres and request to switch to the SIMBA $5 senior plan.
-- SEE THIS SIMBA FAQ page.

(Personally, I'm not sure the reason why the requirement to stay for 6 months on the $10 SIMBA plan -- before you're allowed to switch to the $5 senior plan -- you can go ask SIMBA directly.)

@barnabaskoh has already summarised the above for you in his reply:

Prepaid card must apply in person at the counter and need to use their $10 plan for six months, 7th ,month than can change to senior.

If not change to postpaid at your current provider than you can change to senior plan at simba

If you wish to avoid the 6 months delay, switch your current prepaid to a postpaid plan -- at your current telco FIRST.
(make sure there's is no mobile contract -- when switching from prepaid to a postpaid plan at your current telco)

After switching from prepaid to a postpaid plan -- you can then port your (now postpaid) plan directly to the SIMBA $5 senior plan.

tl;dr: Just port your prepaid to Changi Mobile then port over to SIMBA senior plan. Both steps can be done entirely online and there isn't even a minimum period to stay on Changi.

SIMBA Senior plan @$5 /mth only valid until 30 Nov 2024 ( https://simba.sg/static/media/3.CIS_SIMBA_Seniors Go Digital_FEB2023.28178da6.pdf ) so don't port direct to Simba since you need to stay at $10/mth for 6 mths.

Instead, either port over to Changi Mobile as suggested by crystalnox, OR to M1 Maxx first then port to SIMBA senior plan directly.
Whether you want to stay 1 month with Changi Mobile or M1 maxx temporary to make full use of the $10 paid is up to you BUT make you give enough time to port over to SIMBA.

My Mum is on SingTel (postpaid), I want to port her to Simba (senior plan). Only problem is the SingTel (postpaid) is under my name.

What's the easiest and economical way to change the number ownership and port to Simba (senior plan)?

In the same situation, my research led me to porting to MyRepublic or Vivifi first, since they can do transfer of ownership at sign up AND waive the SIM card registration fee. SIM card delivery is $5 though, but you can sign up at store or opt for esim (MR) / self collect at fixed location and time (Vivifi)

And then port to Simba Senior plan one month later

Can I walk into a My Republic shop, do the transfer ownership, port-in and get the new sim, all in one go? (and save $5)?

After 3 weeks of back and forth, finally received call from SIMBA that they have removed my golden number restrictions and I can port out without paying $500! Happy liao!

Review on IMDA ADR:
The IMDA ADR process was a very good experience, the case got closed even before reaching mediation stage. Kudos to the SMC team for persistently following up with SIMBA on the case despite having difficulty finding someone in SIMBA to provide response for this case. (y)(y)(y)

If you are a reasonable person with a dispute case that you can back up with evidence, I highly recommend using IMDA ADR channel to reach our to your telcos.
Glad you managed to win this.
SIMBA strategy seem to be ignore you until **** hit the fan.

I finally managed to port away too, the service was terrible.
I cannot even get data to do paylah for my bak chor mee.

Honestly grateful for IMDA having setup ADR channel for regular consumers to air genuine grievances with the Telco

SIMBA CSOs did try their best but they have a tough job tbh. Stuck between customers and typical sinkie management bureaucracy. Unfortunately, anything outside the SOP then gotta use the right escalation channels and to get the management's attention. That speaks volumes about their org's flexibility, but that can be said with other local companies/telcos as well.

Newer MVNOs like Zym are great and responsive, (they were nice enough to resume the porting process via FB msg, successfully ported in next day) but once they reach a certain scale, who knows really?

As consumer I just choose what's best for my needs right now.

Today SIMBA successfully renewed my $5 monthly Seniors Plan (at the 26th day). The renewal was performed by deducting from my Account Balance ie eWallet.

What's strange is that my eWallet has only $4.99 balance because I made an IDD call to reduced it to $4.99 from $5 - the intention was to avoid taking my subscription from the eWallet.

So I get 1 cent discount? :)
Let's wait for another few days & see what happens.

My Poco F4 still have some intermittent problem: whenever I am outside, no internet connection initially, ie. I open Shopee App, it will show some error likes failed to connect to server. But after I made a phone call (any number, eg. Some bank hotline), then the internet connection is back.
I checked my mobile network setting and it is already set to VoLTE. How to solve the problem? Any advice?

Thank you.
