Maybe you're referring to NA21200W 30-Year SGS (Infrastructure) (Reopen)?

This is a SGS bond, different from the SSB.

Highest so far if i remember correctly is 3.4x% and allocation were quite low.

ssb can redeem anytime but wait up to 1 month for $ to come out

Above say every month can redeem just need to submit request close to the cutoff date and following month you get your monies back. Redeem like apply need pay $2
