If you are 2nd timer for BTO exercise, it states that 95% is allocated to first timer and 5% is allocated to second timer. But if the first timer application rate is < 1 which causes it to not reach 95%, do they just give the rest to all the second timers? or they just stop at 5% max for second timers and the rest just tell them no more quota for second timer?

But here's it again.

The rest that's not allocated to 1st timers will be given to 2nd timers, making the pool of 2nd timers extending beyond the 5 percent of flat supply.

Means, more chances for 2nd timers.

They'll extend the quota of 2nd timer pool, pick the lucky 2nd timers, and add in back the first timer pool, then the final ballot number is produced.
