Yes, both bluetooth and wifi is required.

Bluetooth I understand because of connection to watch but wifi wise, when outside usually using mobile data but toggling off wifi doesn't work.

no need to be connected to a wifi network. But it requires a feature called time of flight that’s available with WiFi.

Still a little bit doggy when it comes to unlocking the phone with my watch. A few times it doesn’t unlock and it asked to key in passcode on phone or watch.
