Actually most are allowed on board. Most decent branded child seats (I'm talking about the bigger brands such as Graco, Maxi Cosi, Britax etc, will have some E4 / E5 certification at the back on the car seat. Just search for it and it will be there.
If they are certified for those, they are certified for flight. The problem is that SQ Air Stewardess don't know about this ruling. So normally I'll just go onboard, tell them its allow, check your manuals, and they will go check and come back, I didn't know that!
Ok, even if they are approved, I'm not intending to bring onto plane anyway.
