it only mentions fresh 100k on 30th April to be higher than bal on 31st March.
What about on 30th May my bal falls 100k below 30th April Bal .

SCB "asking" you to broadcast here, the public promo on April 1 is likely to be less than or equal to 3.5%

Still comparable to HSBC ega of 3.5% for April - May for those below 500k, however can get extra 1% if you qualify!

Will be transferring today to Maybank Prestige Account which also gives 3.6%. ISavvy is 3.5%

Not possible to get 4.6% since you need min $500k incremental ADB to get 3.6% BI and Everyday+ 1% maxes out at $353k-$365k incremental ADB.
But 3.6% BI still better than esaver 3.5%.

But you can get 3.5%+1% easily for April right? Unless you already have funds in HSBC in March

How closely linked is the public rate with the special by invitation rate? It was posted that the special rate from Apr to Jul is 3.5%. So public rate would be much much lower?

Yes, 3.5% + 1% is possible. Not 3.6% + 1% for the Apr24 BI promo given the requirement of $500k incremental ADB.

I'm locking in the Mar24 BI 3.6% using my alternate account to use for Apr24, so it's 0.1% more (without requiring $500k ADB) and slightly earlier fulfilment.
