I think in your case it was not even registered with the usual method of IC number as your GF is a foreigner?Update
Finally managed to port out from Star Plan to CMLink directly, which means Star Plan can be considered as Postpaid plan.
Long backstory
I was helping my gf to port out from Star Plan to CMLink but it failed. Found out after a while that it was due to the ID number being different. Her Star Plan was using her PP number but when I helped her port over to CMLink via website, I used her FIN number, hence the issue. Your document ID number must be same on both sides of teleco when you port in/out.
We had to change her document ID on starhub side since her passport was already renewed and could not be used to port over to another teleco. So I went down to StarHub service centre to change but they said they could not help since she's on Star Plan. The only way you can get support on your Star Plan is via their in-app live chat or WhatsApp live chat.
So, I contacted the live chat to change the document ID and they asked me to upload the new document and said would take 3 working days and I would be updated. Take note my gf is on S Pass. I uploaded her S Pass card since it was easier and her new passport was still in processing state at embassy. The S Pass card have 2 numbers; one is at the front of the card stating "S Pass number" and another one at the back stating "FIN number". The document ID need to be updated to FIN number, since FIN number is like our NRIC numbers for foreigners. I specifically asked the live-chat to change to her FIN number and not the number at the front since I knew they might mistakenly change to the wrong one. 1 week passed no update so I contacted them again, asked me to reupload and said same thing; 3 working days and would be updated via email. 1 more week still no update, I contacted them again but this time I asked them what's the document ID number attached to the phone number instead, to check whether if they had changed and did not inform me, and lo and behold, they changed it to the "S Pass number" at the front; which is useless in doing anything official. And besides, they did not update anything about the change.
At this point I was just so tired of dealing with this lousy live-chat, so I ended up writing email to IMDA. After about a week with a few emails exchange between IMDA and StarHub, the document ID was changed to her FIN number, finally.
A few users here mentioned that Star Plan is treated as prepaid plan and so my strategy was to port over to SIMBA first and then continue the port over to CMLink. We went down to a mobile shop at Chinatown to port her Star Plan over to SIMBA, and I told the service guy to select her current Star Plan line as prepaid. However, it was unable to proceed, stating that her FIN number and phone number is not in "prepaid system"; not exactly the same words but something along the line of that. Service guy advised me that Star Plan should be considered as Postpaid and able to port out to any postpaid plans and that was what StarHub told them when they started receiving Star Plans from StarHub to sell. So in the end, I just tried my luck and ported over to CMLink $10.10 plan directly from Star Plan. It was yesterday and today port over is successful.
Still would not advise anyone to get Star Plan since their support is limited to live-chat only and it's abysmal.

So I don't think I will conclude STAR paln as not being a prepaid plan just yet. Just me, but others might agree with you that its a "Postpaid" from the sharing of your experience.

We chose prepaid, enter her FIN number and her phone number but unable to proceed, which means her number is not treated as “prepaid” number.
But we can’t do the same to double check by choosing postpaid because if we choose postpaid, enter her FIN number and her phone number, the port over application will still go through because there’s no check system. If the information is not accurate then the port over will just fail, according to the service guy.
Not sure if you know what I mean or not.
I have seen here recently, someone also ported out from Star plan directly to MyRepublic, so my conclusion is Star plan is not a “prepaid” plan.
Are you still on Star Plan 5G? If yes, how's your current experience of the (2024) network speed and coverage for 5G? Any improvements since 2023?So I am on those who has been sneakily transferred from regular sim only plan to this stupid star plan. Life has been shiat so far.

you better keep chasing till you get the money backI port out of starhub successfully but still until now they hv not refund the balance till now I kept calling they say will process the paynow (take 14days to nric) many 14days liao... first said the following month statement then can see the balance and do the refund, then say need approval to do the refund, then the refund like need 14days to process... mayb like just over sgd6.00 not gonna do or what...
