It probably depends on your location. You need stable 5G SA connection to get VoNR working.

Which part of Singapore are you located?

What is the phone used? Apple iPhones can have worse reception compared to good Android phones.

My two Poco X7 Pro phones do not support VoNR. But no issues to get 5G SA at home (10 -12 th floor, HDB) and at Jurong Point, but only partial 5G SA at work (in the west as well).

Kind of the same for the four 5G plans I am using now.
1) SingTel S$15.28 plan
2) StarHub Prepaid S 5G plan
3) M1 Maxx S$12 5G plan
4) Zym S$10.1 4G plan with 180 days free 5G trial.

As mentioned, my Poco X7 Pro phones do not support VoNR, probably due to lack of profile support by the Telcos.

You need to check if you can get stable 5G SA connection first before troubleshooting VoNR related issues.

What you mentioned is covered by Clause 4. But then there is also Clause 71. You can of course interprete that end-2025 is not a hard requirement but rather "policy preference" of IMDA. That is why I like to use "target date" and not "deadline".

4. To achieve these policy objectives, IMDA’s 5G Decision indicated that IMDA would facilitate 5G networks that were based on Standalone (SA) network architecture. Given the limited amount of spectrum in the 3.5 GHz band which was issued as part of IMDA’s 5G Call for Proposal (CFP), IMDA had facilitated the deployment of two nationwide 5G SA networks for a start. Deployments of these two nationwide 5G SA networks, one by Singtel Mobile Singapore Pte Ltd (Singtel) and the other by a Joint-Venture Consortium formed by M1 Limited (M1) and StarHub Mobile Pte Ltd (StarHub), are ongoing and are making progress towards achieving at least 50% outdoor coverage by end2022 and nationwide outdoor coverage (at least 95%) by end-2025.

71. Notwithstanding, IMDA reiterates that it considers NSA deployments to be transitory and for the short to medium term only. IMDA’s policy preference is for 5G NSA networks not to continue perpetually, especially after nationwide SA coverage has been achieved, i.e., by end-2025.

Yes, SingTel 5G NSA is still alive, here in the west area.

I tend to believe Starhub/M1 networks also still have 5G NSA.

But hard for me to test it out as my Starhub Prepaid S 5G plan was only able to stay in 5G NSA for very short time last time I tested it.

Hopefully others can confirm.

I am able to get 5G NSA from M1 Maxx.

Since Eight 5G can support VoNR, I believe StarHub 5G Unlimited+ and 5G Platinum plans can support VoNR.

But you probably need to use newer iPhones or some flagship Android phones.

Turned on 5G on eight. SA and VoNR supported.

you may be able to override the lack of carrier profile using pixel IMS app and shizuku (no need root). I did it successfully before for my china set honor magic v5.
