ok, if your using google play japan and you do not have a google wallet account created prior, it will prompt you to create a new wallet, then after you have to add a credit card.
but it only accepts a jpn based address. as the handset is supposed to be for sales in japan only.
what most have done is to put the shipping forwarders jpn address in as the credit card address..... if you have done this, 2 issue might occur;
first; google verification for the card will fail ( your card is supposed to be having a SG address) and you acct will be sent for review.
second; which is the amazing part; google play will still be able to send a floating transaction to your credit card b4 you account is suspended. as you did in fact provide the correct info for the credit card billing, (ie CVV code, name , cc number).
the correct way is that will need to have a wallet acct setup first with your correct SG address but with the credit card for country set as Japan
in google wallet > payment method >add a credit card > choose the country as japan , in the address enter your complete SG residential address with the postal code in the text field
in the default drop down to select the cities, select tokyo if your using tenso, and use tenso postal code.
mobile number is not necessary.
when purchasing the nexus on playstore, select the correct card with the SG address and the shipping address to tenso.
you will no longer get the techinical difficulty encountered screen.

Untrue la, they only check address if they did not ask for CVV2.you cannot put you forwarder's address as the billing address. this is one of the first info CC transaction are checked for.
in the case of google play japan, they do not accept non-japanese billing address.
the workaround is to put the country code in the form as JP
but in the address field, enter the actual billing address of your card.
