With an activated Play Music account, you can upload up to 20,000 songs to the cloud, meaning you can access those songs with just an internet connection. Then you can choose to save playlists or songs for offline use too. If you are willing to pay, can even use All Access, though the music collection isnt as good as iTunes, it's still decent.
It's more convenient in the sense that you don't have to manually transfer files. Once you key in your gmail account, all your music will be there.
Without the above, the app itself can still play music stored locally, but you need transfer to your phone manually of.
