who say so... i digged out the receipts of the past Seiko I made some years ago... its under $100...

Both have been practised. I don't think there is one better than another depending on the main use for those glasses.
Your optician should speak to you or you can tell him during the eye exam what you will be using it for. If you are predominantly using it for near computer work, some will deliberately give you a lower RX.
Some with experience will decide what is best for you (not always good though without communication), others will play safe and stick to those established during the vision test.
Your price on the Seiko ($100 or even sub$100) while not impossible, is improbable, especially if you are not a regular customer or have not bought frames. Retailers can play around with the numbers so they may assign a lower value on the receipt for lens when they out the frame value higher. Hopefully, this is the case, otherwise, there is a chance that some of the smaller retailers may have lobang to use parallel import lens (through HK or China) and edge them independently or in fact use another brand altogether. This is about as far as I can tell you.

The reason for me asking is that I have been using the same degree (625 with 125astigmatism) for around 10years without change. I recently went to 2 different opticians. One prescribe the same degree to me but another optician said that my right eye has increased 25 degree and left eye increase 25 for astigmatism...
So I'm wondering who is accurate...
anyway... I'm surprised for the increase since I'm in my late 20s.
found out that different labs processing the lens, same lens index, can cut to different lens thickness

+/- -0.25 is not something to worry about. But an increase in prescription at any age is possible. Just as when you visit different doctors, you tend to get differing opinions. An eyecheck every 2 years is a good guideline, even if there is nothing major affecting you.
There is no one more accurate than another, the most important is one that is comfortable enough that you can wear all day without distortion, headaches or eyestrain. At the end of the day, no one can really tell you more accurately what is best for you except yourself, that is why even with all that technology out there, a vision test with the patient is still the most important consideration.
If you have been using the same prescription for 10 years and are still comfortable with that, then stick with it. If however, you struggle to see words or object clearly when you are sitting at the back of the seminar room then you may need to get a stronger prescription if you need to see far frequently.
