It's not so difficult to understand that anyone who can use alien tech may have the upper hand in any war even nuclear. Even if there's no contact now it'll be irresponsible of say US DoD to not have a top secret dept set up to deal with any kind of alien tech recovery bec if you don't do it the Russians or the chinese might and get the upper hand. So you declassify or make your discovery public and your enemy finds a way to reverse engineer then they are the boss of you

i believe some are from reverse engineering from the world major powers, if they did it successfully then quite impressive.

i feel the US or Russia or China is more worried that these spacecrafts are from the rival country rather than from other planets.
