Unable to restart or shutdown PC

I was unable to shut down nor restart my computer after more than 3 hours of usage. Anything less than 3 hours, the shutdown and restart go smoothly.

Windows 10 will shut down and the screen will go blank as per normal but everything is still spinning while restart will take forever. I am not able to put the computer to sleep either. This does not happen only recently. I've bought a new graphics card and the problem still persist.

Is it an OS problem, PSU power cable or something else? Please help as I do not wish to damage my hard drive by pressing the power on/off button each time I need to turn off my computer!

There are utility that can remote shutdown called magic packet. Maybe you want to google and see

Have you try logout first, then ctrl+alt+del then shutdown.

Does it take a long time to start up as well? I suspect one of your hard drive is failing.

Maybe you can try iobit "advance system care" free version and checkout your system and also basic malware check. Also their drivers booster to checkout any latest drivers for your pc.

Seems to be OS behavior issue. Kindly list down the Windows 10 Pro Build Version.

It was upgraded from Windows 7 Pro 64 bit back in 2015 when the upgrade was available for all. I always check for updates and install the updates.

Likely an OS issue, when did you first experience such abnormal symptoms? Also, did it occur right after a windows update?

Not long ago. Have been using it for 3 years with no problems. I check for updates daily. Not sure if it is linked to it. I've Google for solutions. Tried them but it did not resolve the problem.

Happen to me with my previous PC W10 updated from W8. Windows took so long to shut down that the monitor goes to sleep. Took around 10mins to shut down. Disable fast boot and it goes away but restarts still took forever.

Think got to do with the updates.

Type in
shutdown -s -f -t 1

Basically it means
"Shutdown command -shutdown -forced -timer 1second"

Edited:
For restart is -r instead.

Happen to me with my previous PC W10 updated from W8. Windows took so long to shut down that the monitor goes to sleep. Took around 10mins to shut down. Disable fast boot and it goes away but restarts still took forever.

Think got to do with the updates.

Heard many complains about not able to shut down and restart after updates. Tried all the suggested solutions but none worked.

With Windows 10, it'd probably be better to not check for updates :D

TS..

If you want a quick way, reformat and fresh install windows 10 directly. If you want to troubleshoot, i will suggest you start telling us, what is the OS build version .. 1507, 1709 or 1809? Then have you tried to disable fastboot on both bios and windows 10 under power option?
