Some people really don't understand how a large organizations work huh.

Its just hilarious how some simply jump on the bandwagon saying about the people abusing the system and how that caused our "downfall" and never actually think if that really is going to be an important factor or not.

Bad customers come from everywhere. If an organization decides to totally cut off the majority of the normal customers due to the comparatively smaller amount of bad customers, the organization will probably be closing down as they'll have to not sell to anyone at all.

I feel any restriction to ship abroad is more likely to be imposed by the product's manufacturer, rather than Amazon. For Amazon, the more they can sell, the better it is for their business.
