Visa to Australia

We are transiting via Gold coast to New Zealand. We are Singaporean and transit is 3hrs long. There are talks about not needing a transit visa, but there are also talks at Gold coast, might need it due to limited transit facilities.
I have a checkin baggage from Scoot airline and need to re-checkin this bag to Airasia airline. Not sure if require to clear immigration to collect the bag & re-checkin. If this is needed, then will require VISA.
Anybody has experience to share? Fly Scoot to Gold coast and transit to Auckland by AirAsia.
