Anyone has applied for VISA (ETA) for children?

I was referred to this website by Ms Kang (thanks to Ms Kang) for application of visa for my children as they do not have a NRIC yet.
https://www.eta.immi.gov.au/ETAS3/etas

However in this webiste, they also asked for a National Identity Number. Anyone know what number to key in? Thanks.
