Someone claimed they could use, receive, send and spend from WeChat Pay Balance without linking a China issued debit/credit card.

How true is this? What's the monthly and yearly payment/transfer limits? Are payments to personal Weixin Pay QR codes supported?

Without knowing which version of wechat you are using, it's not meaningful to compare. I believe only you are able to receive and pay out of your wallet. I know most if not all people around don't have this function without linking to a chinese card. I can link to sing cc though

Not doubting you but it's not really helpful unless we can replicate

I'm using international version of WeChat lah. Version 8.0.49. Download from Google Playstore.

You can see everything is set in English and region is Singapore (from the screenshots).

Previously the WeChat pay didn't work for me. Yesterday my Alipay failed cos I itchy fingers went to update my Alipay from the Vivo store cos Vivo phone and required me to login with China phone number and verification. I was at the store alone and couldn't make payment. Tried using my fiance's payment screenshot but didn't work so he transferred the money to me. He's not a China citizen so no Chinese documents to link/verify. He's also using international versions but has China bank cards.

Both of us using international versions of Alipay and WeChat. He has China bank cards/accounts while I don't.

Anyway, I have re-download and set up my Alipay from the Google Playstore so it's an international version, not China version.

@dilphinus Thanks for the screenshots. I'm intrigued by this.

Is your wallet balance classified as type I or II? Under this law, type I wallets have a lifetime transaction limit of 1,000 CNY. Type II wallets have a yearly transaction limit of 100,000 CNY.

While its better than nothing, type I wallets are woefully inadequate.

How do I check?

Proof that I don't have a China issued bank card tied to my account.

Can you even top up any amount to your wechat wallet?

There are no deposit limits for WeChat Pay Balance and Alipay Balance. There are spending and transfer limits according to your Balance type however.

Don't receive funds from people you don't know well. Their funds could be tainted.

If multiple wechat account linked to same credit card, the annual payment limit is multiplied by the number of accounts right? Of couse as long the linked cc limit doesnt go kaboom

Not sure if wechat will detect this and ban all the accounts

isn't the type 1 or II derived from how exhaustive the personal ID verification process was conducted ?

(一)对于以非面对面方式通过至少1个合法安全的外部渠道进行身份基本信息验证,且为首次在本机构开立支付账户的个人客户,支付机构可以为其开立Ⅰ类支付账户,账户余额仅可用于消费和转账,余额付款交易自账户开立起累计不超过1000元(包括支付账户向客户本人同名银行账户转账);

(二)对于支付机构自主或委托合作机构以面对面方式核实身份的个人客户,或以非面对面方式通过至少3个合法安全的外部渠道进行身份基本信息多重交叉验证的个人客户,支付机构可以为其开立Ⅱ类支付账户,账户余额仅可用于消费和转账,其所有支付账户的余额付款交易年累计不超过10万元(不包括支付账户向客户本人同名银行账户转账);

There is no clear guidance from the People's Bank of China on this. This law requires all transactions on Alipay and WeChat Pay to be cleared by NetsUnion Clearing Corporation (NUCC). Government linked entities collectively own 37% of NUCC.

Isn't 5,000 USD per transaction and 50,000 USD per year more than enough?

Never use personal debit/credit cards for business purchases.

Previously, even if you had activated WeChat Pay with your passport and were able to link your international debit/credit card, you could only activate WeChat Pay Balance with a China issued debit/credit card.

WeChat Pay has no interest in type I wallet balances.

i am a newbie on wechat, just installed this year and tested only once to make sure i could make payment. all the time use youtrip linked alipay only for payments and public transport.

my wechat is tied to sg phone no. and passport verified, and only linked to my youtrip mastercard.

i do not know if this setting was present in the past, but i could enable it, does it mean i can receive money into the 餘額 balance ?

anyway, i have never used it, my wallet balance is zero.

the payment limits apply to the rmb side, the 餘額 wallet balance, which you can only topup using china bank accounts and cards.

the linking of credit cards, i assume you refer to from outside china? , is non rmb outside money,

although there is this clause,
第十一条 支付机构应根据 客户身份对同一客户在本机构开立的所有支付账户进行关联管理, 并按照下列要求对个人支付账户进行分类管理:

all the laws and regulations are trying to control the rmb flows.

I have 2 devices and wechat doesnt allow mutiple login to 1 account so i make another account. 1 is verified with 50k limit and another 1 is not verified with 5k limit. Both linked to same cc

Scare later wechat ban both accounts or the credit card side flags it as suspicious transactions and block it as well
