This is true.

Before slash is optimized for price and able to play at medium high to high for most titles.

After slash is the recommended gpu to play high and above for most titles.

I am gaming on a gtx 1070 at 1440p at 120hz at Max settings but with AA disabled.

Most modern games can exceed 60fps... With the exception of 1 or 2 unoptimised games which will fall below 60fps at Max settings.
