Buddha is actually used to refer to those who reach the 'state' of enlightenment.

Buddhism got 2 type

1 is philosophy. Then yea its the mentality or aka state of enlightenment where you let go of desires and become eternally happy

1 is religion. Where most Buddhists incorrectly practice by worshipping buddha but he already said not to do so to his followers (i think)

The Jade Emperor is an individual that has endured 9,999 Trials and Tribulations before attaining his status. (my memory is not as it used to be but what i remember is 9,999 tribulations in 9,999 reincarnations) Yet, even after all these, He only holds the post for up to 100,000 years (it may be less i forgot, and lazy to re-read) That is why he is respected and revered by all other Deities.

He can also bestow deityhood to mortals or demons

That is why in SG, there are days in the year where his birthday is celebrated, and if i dont remember wrongly in this generation, there was a ceremony to install a NEW Jade Emperor in SG.

Buddha on the other hand, is a cosmic entity and does not just govern this planet and it's realms but many other planes of existence.

So yes, Buddha wins and is stronger as he transcends all time and realities
