When i used to travel alot for work, always lace ups oxfords in western countries and loafers in Asia, as there are more times where I have had to remove my footwear. I also generally use loafers on flights (airport security and comfort onboard).
The preference generally would also depend on the entire outfit or what both workplace and common sense dictates.
I see no need to prefer one over the other without context.
Laces would be more formal than loafers and oxfords more formal than derbies, amongst lace ups.
In singapore context, anything black, leather looking and non-sports sole seem to be acceptable for workwear, based on what i can see on the streets, if u need a minimum standard.
