ok, below are pics of the screensaver when my hp is locked. i dont remember downloading / setting anything in chinese. maybe im wrong. but who can help me?

Looks like it's a custom rom by the seller. Just flash it to a stock global rom and you will be good to go.

Developer ROM update 6.10.20 for Redmi Note 3 Qualcomm / Redmi Note 3 Special Edition suspended.

Only those using Global Beta Developer ROM should heed this very important update due to some serious bugs that can cause your phone to hang or freeze in certain apps operation.
Point to note is :
While u get features in advance for developer ROM. Beta. Beta mean it's a trial version for tester. Tester should themselves be of some knowledgeable group whom fully understood what you are into.
Not for ppl whom cannot even do a simple reflash without guides. Else when things goes wrong you will be in the forest asking for help to get you out of the bushes. It will then be considered a case of got into trouble walking into a grey zone without even know why you are there.
In short. Developer beta ROM are more for intermediate level user whom wants to try new features on trial developed by developers and those roms are not stable yet.
For newbies it's best to stick to stable official ROM.
Safer. But still no guarantee that it's bug free. But bugs will only be discovered when some user use peculiar apps not usually used by majority or someone somehow tried to perform certain function which others rarely does n discover hiccups than flaws are known and when made known to developers, the make improvement in future version to the known reported bugs. Bugs are hiccups when using ROM. Hiccups can mean phone hang freeze reboot worst case it cause your phone to go into bootloops after auto reboot.
Just to share.
So for ppl whom are still new n not sure what is developer beta ROM n stock global stable rom, keep out of beta or in actual term is they are pretty unstable. But some ppl will glad fully recommend a beta ROM telling you it can do more than what stock global stable rom can do. Always be aware n conscious of what you do to be on the safe side.

One of the key point is Problem cannot simply be resolve merely by flashing back to Global stable Rom. That's pretty serious. It's like a case where I just goto wait. And do not reflash back to stable global ROM to avoid other complications while the developers try to find a solution .
Don take my words for it.
Go to the mui forum and read and try to fully understand the message first hand.

i have flash from stable to developer to cm13 to cm14 to aosp mm and back to developer.... developer 6.9.9 onwards has a different firmware...
if u plan to play with fire.. buy insurance first.. backup all partition on the phone with alka twrp. then u can do whatever you want.
if u face sim card error... can try flashing cm13 firmware before using edl to flash to the latest developer rom....
note edl mode is only available on snapdragon platforms. honestly... near impossible to hard brick this phone with emergency download mode.
if u don't understand all of the above.... stay with stable miui rom.....

I find developer's rom more stable than ironically the "stable" rom. stable rom is still on the "ancient" android 5 platform, no 4G+3G support.. and imho slower...
to put things into perspective Redmi Note 3 special edition (which is the pro edition with different radio bands supported - intended for all the different telcos in taiwan which also works fine in SG LTE bands 3, 7,8 all supported) already has android 6 on the stable rom...
so if u want you can take kate (special edition) stable rom and flashing in keno(pro ) firmware. xiaomi.eu has the rom in twrp recovery package format... so feel free to experiment... as always buy insurance
