maybe coz most money chargers in Arcade and Chinatown shows the rate as 1000yen to 11.XX, and Mustafa website also shows this way

We calculate based on how money changer calculates for easier reference.

Yeah they usually round to nearest JPY10k so either give you back some change or ask you for some change.

Same for CNY to the nearest CNY100.
