I think current at 85 is considered a quite good rate, although not the best ever which is like 91+-.

I went the last time at 80 (2 years ago) which at that time was already very good compared to 70+ before that.

"MAS will continue with the policy of a modest and gradual appreciation of the S$NEER policy band. However, the rate of appreciation will be reduced slightly. There will be no change to the width of the policy band and the level at which it is centred. This measured adjustment follows the move to reduce the rate of appreciation of the policy band in January this year, and is supportive of economic growth into 2016, while ensuring price stability over the medium term," the central bank said in a press release.

Expect slight weakness in SGD; however I see the BOJ meeting at end of Oct'15 having the bigger effect if they increase stimulus

Japan imports a lot of raw materials. At some point a weaker yen is going to place immense cost pressure on smaller firms in the supply chain who are tightly bound with very thin margins. These guys suffer the most from a weak yen as they have limited means to pass the cost to others.

I think the monetary easing has mainly benefited the large corporates (sony, toyota, etc) and seems like that's the govt's focus for now.
