Jlb nparks always reactive , not pre-emptive.

B4 HDB starts to build BTO, jlb nparks should be notified by HDB n they hv YEARS to catch all the monkeys n release to coney island n starts to grow fruit trees etc beforehand.
Really no pre planning at all, knowing that the monkeys will invade the BTO.

Jlb nparks only reacts when residents start to move in n complaints n makes catching monkeys much more difficult.
